I like the 1st one better. But I agree with Nhuan Quang that the blue bar should have a lower opacity.

Of the two designs, I think the first one is better. Having the text slant makes it very active. One thing that bothers me is the two crossed line in the left bottom corner. They really don't serve a purpose.
Other variations to try is to place the running figure layer above the dots or to remove the dots completely. See if any of those variations make the design stronger.
p.s. 4 registration marks is enough for such a small layout, no need for 8.
